TDF LAUNCHES A 5G BROADCAST CERTIFICATION PLATFORM: A KEY STEP IN STRUCTURING THE FREE-TO-AIR MOBILE TELEVISION ECOSYSTEM
TDF, a leading player in technological innovation for broadcasting and connectivity, announces the launch of a 5G Broadcast certification platform. Designed to test, validate, and structure the ecosystem of this revolutionary broadcasting technology, the platform aims to ensure equipment interoperability and accelerate market adoption. This unique initiative in Europe, deployed at TDF’s campus (in Les Lilas, Seine-Saint-Denis, France), will bring together broadcasters, equipment manufacturers, and chipset producers.
5G Broadcast enables smartphones, tablets, and other compatible devices to receive linear TV programs without requiring Wi-Fi or mobile data consumption, providing a high-performance, eco-friendly alternative, even in areas of high congestion or network saturation.
The TDF 5G Broadcast certification platform: a cutting-edge infrastructure with advanced digital tools
Following the successful large-scale 5G Broadcast live test conducted during the Paris 2024 Olympic Games, the first of its kind worldwide, TDF continues its commitment by launching a dedicated structure to support the progressive deployment of this technology in France, serving both the broadcast industry and technology providers.
The TDF 5G Broadcast certification platform includes a state-of-the-art testing, located within TDF’s technology campus (Île-de-France), featuring advanced testing infrastructure, standardized software tools, and rigorous validation protocols for associated equipment and technologies.
The platform will enable the testing of a wide range of devices and solutions, including:
• Compatible smartphones and tablets (sensitivity, reception, and software compatibility evaluation).
• Middleware and standalone software solutions.
• Broadcast infrastructure equipment.
• Monetization technologies, including targeted advertising and interactive features.
• Mobile applications.
A certification process that strengthens the French broadcasting market
TDF positions itself as a key player in validating and certifying 5G Broadcast equipment, leveraging international technology standards (3GPP, DVB) and insights from early pilot deployments.
The certification process is based on:
• Modular and rigorous testing protocols to ensure compliance with technical standards.
• Evaluation of critical criteria, including signal robustness, reception sensitivity, energy efficiency, and environmental impact.
• The awarding of a certification label, ensuring optimal interoperability for broadcasters and manufacturers.
From R&D to commercial deployment: accelerating market adoption
Beyond technical validation, the platform aims to facilitate the industrialization and large-scale deployment of 5G Broadcast equipment, supporting broader adoption within the market.
Through this initiative, TDF and its partners will explore end-to-end use cases that align with broadcasters' needs and evolving consumption habits—particularly among younger, urban audiences who increasingly watch content on mobile devices.

TDF COMMITS TO 5G BROADCAST: A REVOLUTION FOR TELEVISION ON THE MOVE
TDF today unveils the results of a study conducted jointly with Kantar on the potential of 5G Broadcast, an innovative technology that enables optimal mobile television reception. The study highlights strong public interest and concludes that this is a major advancement for Digital Terrestrial Television (DTT), opening up new opportunities for broadcasters
A few months after the success of the 5G Broadcast Live Test launched during the Paris 2024 Olympic Games, the world's first large-scale 5G Broadcast broadcasting, TDF is now anticipating its deployment in collaboration with its broadcasting partners.
5G Broadcast technology allows people equipped with a compatible smartphone to receive linear TV programs without requiring a Wi-Fi connection or consuming mobile data consumption.
The new survey conducted by Kantar reveals a strong appetite among the public for mobile viewing
Conducted for TDF in January 2025 on a representative sample of 2,045 French individuals aged 16 and over, the survey reveals a strong enthusiasm for mobile television viewing outside the home:
● 24% of people aged 15 to 49 watch classic TV programs live on their mobile at least once a month.
● Public transport is a key place for video consumption.
● More than 1 in 2 people aged 15-49 say they are ready to use 5G Broadcast to watch TV on the go.
A High-Performance and Responsible Technology
5G Broadcast combines performance and energy sobriety:
● It provides a seamless, latency-free experience, similar to DTT.
● It allows users to watch television for free, without consuming mobile data—an essential advantage for viewers.
● Leveraging existing infrastructure, it could be available nationwide, making it ideal for live events and travel.
● Like DTT, it is less energy-intensive than internet networks, reducing its environmental impact.
High-Quality Use Cases for a Connected Population
TDF has combined the findings of the Kantar survey with those from Médiamétrie’s benchmark "Global Video" study to project usage and audience potential for 5G Broadcast.
The results of this unprecedented study have been shared with the leading DTT broadcasters:
● A younger, more urban population eager for digital content will be able to access an unmatched mobile viewing experience on the move.
● Enabling 5G Broadcast on smartphones enhances mobile offerings: the quality and seamlessness of DTT merge with the smartphone’s natural interactivity, bridging linear and non-linear content with personalized and uninterrupted contextualization.
● This offer aligns with current trends in mobile video consumption while meeting user expectations.
In partnership with broadcasters and audiovisual stakeholders, TDF is actively preparing the future of terrestrial broadcasting, in line with evolving viewer habits, responsible innovation, and the continued pluralism of DTT.

Karim El Naggar, General Manager for Audiovisual and Networks, TDF, said:
"As mobile video consumption becomes essential, the mobile broadcasting of DTT channels presents an opportunity for seamless and direct access, ultimately expanding their audience. As a technological and strategic partner to broadcasters, we continue to innovate alongside them to support usage trends and address their needs: rejuvenating audiences, enabling mobile viewing, and managing carbon footprints. 5G Broadcast is a solution that meets these challenges, and we are eager to deploy it ".
Jacques Donat-Bouillud, Director of Distribution at France Télévisions, said:
"The 5G Broadcast experiment during the Paris Olympic Games, in which France Télévisions participated as a partner, demonstrated its potential to support new viewing habits, particularly among younger audiences on the move. 5G Broadcast exemplifies technological innovation that respects the environment while enabling France Télévisions to better serve its viewers ".

TDF Prepares for the Future with a Unique Mobile Television Experiment in France Throughout the Summer
TDF, a major operator of Digital Terrestrial Television (DTT) broadcasting, is implementing an innovative live broadcast solution for DTT and radio on mobile devices as part of a project initiated by France Télévisions. This real-time test, made possible by 5G Broadcast technology, is a first in France.
5G Broadcast technology enables live reception of television and radio channels for free, without requiring a mobile data plan or a Wi-Fi connection, and without the latency associated with streaming.
This initiative aims to raise awareness within the audiovisual ecosystem about the power and benefits of this technology to complement the modernization of DTT and meet the growing demand for media consumption on the move.
DTT and radio broadcast on smartphones: a technological opportunity to meet new user habits
Throughout the summer, TDF is allowing users to test smartphones equipped with a Qualcomm chip specifically configured for this trial. In the areas covered by the experiment (Île-de-France, Nantes, and Bordeaux), they can watch France 2, France 24, and Arte on these phones while on the move, as well as listen to France Bleu and France Info.
Developed under the 3GPP telecommunications standards organization, 5G Broadcast technology, which could become a standard feature in consumer smartphones within the next three years, has the advantage of delivering television and radio programs without requiring a mobile subscription or Wi-Fi connection. It ensures high-quality TV access on smartphones, even in high-density areas where traditional mobile networks may be congested.
5G Broadcast opens new opportunities to reach audiences, particularly younger viewers, while guaranteeing free and unrestricted access.
